For ex: If a moon had the highest 28 degree in D-1 and in D-9, it is placed in 10th house, then 12th from 10th that mean 9th house will be ishta dev..Here one logic also, Siitting planet is priority if no one is placed in that house, then sign lord if more than 1 planet placed, then highest degree of a planet consider as Ishta dev.........Gemini is more near for this.
